Background

SGME was engaged to prepare an annual compliance report to assess adherence to the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The mine is located approximately 10 kilometres south-east of Moranbah in central Queensland.

Objective

The mine had been approved by both state and federal governments but required offsets for residual impacts on matters of national environmental significance (MNES). These impacts pertained to Koala, Greater Glider, Squatter Pigeon, and Ornamental Snake habitats. The mine is required to undertake an audit of the offset area management plan annually.

Solution

SGME audited the offset area management plan, firstly by collecting desktop evidence which was analysed for the preparation of an EPBC Act compliance report. Our review found that provisions for the Ornamental Snake offset management area had not been properly made.

Our recommendation under Part 3 of the EPBC Act was that if an offset area for MNES is not identified, thorough assessment and consultation should be done to identify suitable offset areas. This involves engaging stakeholders for input and approval. Once approved, an offset management plan is developed that outlines specific actions such as habitat restoration and / or conservation programs. Implementation of the offset management plan and continuous monitoring ensure the offset is effective in mitigating MNES impacts. The EPBC Act mandates a systematic approach to addressing environmental impacts, emphasising identification, development, implementation and monitoring of offset measures to comply with regulations and conservation goals.
