Background

SGME prepared a detailed closure plan and conducted supporting technical studies that enabled approval of the mine life extension development application. The mine is an open cut coal operation located south-west of Mackay in north Queensland. As part of an acquisition, the mine has undergone development to extend its life.

Objective

The mine’s environmental licence provides directives on rehabilitation that brings social, economic and environmental benefits. The mine was directed by the government to prepare a closure plan before the mine life extension development application would be approved.

Solution

Our strategy to support a detailed mine closure plan was prepared in two parts: rehabilitation planning and an achievable delivery schedule. The rehabilitation planning of the mine closure plan included general information and statistics of the mine, its operation, past community consultation, planned future consultation, analysis and justification of a proposed post-mining land use that lowers the risk of regulatory non-compliance, and improved access to land resources. The planning element of the closure plan justified timeframes for land being available for rehabilitation and / or improvement in addition to details of the rehabilitation methods and techniques that would be used to develop rehabilitation milestones that enabled greater acceptance by key stakeholders. Technical studies that were conducted included collecting baseline information on soil quantity and quality, geochemistry, potential erosion rates, landform evolution and cover design.

To support mine closure, a detailed schedule was prepared which is a crucial element as it outlines the timeline for executing closure activities, supports timely implementation of environmental safeguards, involves stakeholder engagement and ensures regulatory compliance. A detailed schedule eliminates delays, manages effective resource planning and management, and promotes responsible closure practices for sustainable rehabilitation and for social and economic benefits.
